Preheat the oven to 350 degrees Fahrenheit. Lightly grease a 9x13 inch baking dish or line with parchment paper.
In a large bowl whisk together the flour, cocoa powder and salt and set aside.
In a second large bowl beat together the eggs, both sugars, vegetable oil and vanilla extract until very well combined.
Pour the dry ingredients into the wet mixture and use a spatula to fold everything together just until moistened, do not over mix.
Gently fold in the chocolate chips.
Pour the batter into the prepared pan and spread out evenly. Bake in preheated oven for 25-35 minutes.
Allow the brownies to cool before slicing into squares.

NOTE: Brownies continue to cook slightly after you take them out of the oven! These brownies will still look somewhat "wet" and undercooked when you first pull them out. Use a toothpick about 2-3 minutes before you think they will be done to check the brownies near the center. The toothpick should NOT be clean and should have wet crumbs but not a bunch of raw wet batter, that's when it is time to pull them out.
